Homeland Security Agent spotted in Downtown Olympia - Holds unidentified man 30 minutes in handcuffs, then releases him.

Dear Sir or Madam:
I am writing to request documents under the Washington State Open Records Act.
I would like to have copies of the following documents:
1) A list of the Homeland Security Officers (sworn law enforcement personnel) who are employed by the State of Washington or Federal Government and assigned to the State of Washington.
2) A list of the vehicle license plate or asset tag numbers associated with sworn law enforcement officers operating in the State of Washington.
3) A report of the handcuff detention (for 30 minutes) of an unknown black male in the downtown of Olympia Washington on May 17, 2006 at 11:30AM – 12:10PM near Adams and Legion. The officer observed had a name tag, “Wells.” He was a white male in police style uniform using vehicle G62-17489, a white 2004 Tahoe without agency markings.

drew, can we get some details?
such as, how do you know it was a homeland security agent? how was the detainee treated? did you talk with the detainee afterwards?

Rumor at the Fishtail Brewery is that the person detained was stopped because they were wearing a coat and carrying a backpack which seemed to the air conditioned Homesec Agent to be inconsistent with the 80+ degree temperature. Guess he's never been around a lot of homeless folks - who often lack access to a good closet when the weather changes. More later when the letter gets answered. Or call me if you know who the person was who was stopped. 870-3127
